THIS NOTICE IS FOR INFORMATION ONLY â The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with The Home Safety Council, 1725 Eye Street NW, Washington, DC 20006. The purpose of this procurement is two-fold: 1) expand HRSAâs Poison Control Program stakeholders to include more national injury prevention and health organizations, medical and health associations, and state and local government agencies, and 2) implement and facilitate an educational forum with the stakeholders for the purpose of developing and tracking recommendations on how to address the Institute of Medicineâs (IOM) recommendations encouraging collaboration and integration of public education efforts into the public health system. As a result of the educational forum, a report shall be prepared which will summarize the issues and recommendations of the forum. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 12 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The Home Safety Council is the only national non-profit organization solely dedicated to preventing home related injuries that result in thousands of deaths and injuries each year. This will be an opportunity for HRSA to develop a partnership with an organization that is dedicated solely to reaching poisoningsâ largest targeted population. In addition, staff at the Home Safety Council served as an expert member on the IOM Committee on Poison Prevention and Control that produced the IOM Report âForging a Poison Prevention and Control System.â
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
