This is a notice of intent to negotiate a sole source contract extension for Economic Consulting services with the incumbent Resident Advisor assigned to Kiev, the Ukraine, as part of the U.S. Department of Commerce Commercial Law Development Program (CLDP). The current resident advisor is an Economist with over 25 years experience in the field, has a PhD in economics, and speaks several languages, including Russian (required). He has extensive experience in international trade development and accession to the World Trade Organization (WTO) issues, and was formerly employed by the United Nations. This contract has a Host Nation Approval clause, which makes acceptance by the Host Nation a condition of employment. The incumbent is being extended at the request of the Government of the Ukraine.
