NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Research Electro-Optics Inc., Boulder, CO for the purchase four (4) cavity spacers.
The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for the manufacture of spherical optical cavity spacers with the stringent specifications required by NIST. This procurement will purchase specially-fabricated components for the development of the unique optical cavity that will be used to improve the performance of NIST's world-leading laser, which is used in the world's best atomic clock. NIST scientists have designed the unique optical cavity, but require specialized ultraprecision machining of some of the components, called spherical cavity spacers, that are crucial to ensuring the highest performance of the laser, and thus the performance of the atomic clock based on the laser. Delivery shall be on or before July 28, 2008.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide specially fabricated components that fully meet the Government?s requirements may submit a technical approach with supporting documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
