This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue a modification to an existing task order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. This effort covers the requirements to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209) with a technical study to evaluate implementation impacts of the Mobile Users Objective System (MUOS) in VHF/UHF Tactical Radios (ARC-210), to ancillary equipment, and to airborne platforms. This additional tasking will be an analysis as to the feasibility of implementing the User waveform into the Gen 5 ARC-210 radio. A final report will be prepared that includes a rough order of magnitude estimate for non-recurring, per unit retrofit cost, and software development schedule should the investigation determine that a subsequent spiral development is required to host the MUOS User waveform. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the requested changes. Effort will be performed within 12 months ARO. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
