I. - STATEMENT OF DUTIES
GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
Background: This position is assigned to the U.S.
Embassy/Narcotics Affairs Section (NAS) in Bogot,
Colombia. The incumbent serves as a Deputy Management
Advisor to the NAS Administrative Management Officer of the
Narcotics Affairs Section (NAS).
The NAS Bogota Management unit currently controls a $460
million budget that grows to approximately $900 million
when prior year funding (pipeline) is included, and exceeds
$1 billion when other agency funding is added.
B. Purpose: The purpose of this Personal Services
Contract (PSC) position is to provide support to programs
administered by NAS, and direct responsibility for
procurement, warehouse, customs/shipping, and motor pool
functions; to act as management officer in the absence of
the Administrative Management Officer.
STATEMENT OF WORK
A. The Deputy Management Advisor has primary
responsibility for providing guidance, direction and
support in implementing international narcotics control and
anti-crime/terrorism projects administered or coordinated
by the NAS, as directed by the NAS Director, Deputy
Director or the Administrative Management Officer.
B. Manage the procurement function to include: preparing
documentation for procurement of technical and non-
technical commodities and services, drafting and clearing
purchase requests, preparing source-origin waivers, sole-
source justifications, and statements of work;
documentation forwarded to Contracting Officer in embassy
GSO for final authorization; and provide direct supervision
of staff.
C. Manage contract personnel matters pertaining to
American Personal Service Contractors (PSCs), Foreign
Service Nationals (FSNs), other local-hire employees, and
institutional contractors.
D. Manage the End-Use monitoring (EUM) of USG-supplied
commodities and services, and the preparation of the annual
EUM reports (Phases I and II).
E. Manage motor pool services and support, arrange
itineraries for and escorting official travelers as
directed by the NAS Administrative Management Officer; and
providing direct supervision of staff.
F. Attend embassy general and law enforcement meetings,
national and international conferences and seminars, and
meetings with Colombian government officials, as directed
by the NAS Administrative Management Officer, reporting on
discussions, activities and/or decisions.
G. Direct supervision and development of locally hired
staff supporting the procurement, warehouse,
customs/shipping, and motor pool functions.
SUPERVISION
A. The Deputy Management Advisor will receive general
guidance and direction from the NAS Director and the Deputy
Director. Contractor will be directly supervised by the
Administrative Management Officer; receiving administrative
and policy direction on program priorities and objectives.
B. The contractor will supervise one Procurement
supervisor, one Warehouse Customs & Shipping supervisor and
one Motorpool supervisor; and indirect supervision of all
NAS Management Section employees.

COMPLEXITY
Administrative authorization and responsibility for
procurement, logistical support and customs clearing
process of goods purchased under NAS programs. Due to the
high visibility and political sensitivity related to
operational challenges of providing timely logistical
support to counter-narcotics initiatives one is forced to
be more re-active than pro-active in support of field
operations.
SCOPE AND EFFECTIVENESS
The Deputy Management Advisor performs very broad and
extensive assignments related to supporting a complex
administrative/financial program, approximating $1 billion,
in Colombia. The counter-narcotics law enforcement program
has significant impact on the USG and GOC joint efforts to
succeed in the war on drugs and law enforcement. The
incumbent will perform duties in a hazardous environment
where 15% danger pay is authorized.
PERSONAL CONTACTS
The incumbent works closely with NAS senior management, and
NAS American and Colombian personnel. Communication will
be at all levels of the Embassy and Government of Colombia
and at the Washington level with Assistant Secretaries,
Office Directors, Foreign Service or General Service
employees.
II. MINIMUM REQUIREMENTS
A. U.S. citizen, subject to State Department Secret level
security clearance.
B. Undergraduate studies in public administration,
business administration, international affairs,
international development, or related fields.
C. Spanish language ability at the Foreign Service
Institute Level R/2 - W/2 is required.
D. Seven years in administrative management with
supervisory experience, preferably overseas with the State
Department.
E. Must have experience working with the full range of
administrative laws, policies, regulations, and procedures
applicable to managing an administrative function.
F. Must have the ability to communicate orally and in
writing.
III. Evaluation Factors
a. Offeror's demonstrated experience in managing multiple high-priority tasks and ability to exercise considerable independence of judgment when responding to rapidly changing program support requirements.
b. Offeror's demonstrated experience in analyzing the potential effects of budgetary actions on program viability and attainment of program objectives through application of
existing policies, laws and regulations to ensure
timely logistical and operational support.
c. Offeror's demonstated experience is supervision of personnel and ability to delegate assignments.
d. Past Performance evaluation of applicantâs ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
