The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the Association of State Floodplain Managers (ASFPM), Madison, WI, for services to produce a coastal community handbook version of the No Adverse Impact (NAI) Toolkit in English and Spanish. The Coastal Services Center, in partnership with ASFPM has an initiative to assist local communities in management development, with the understanding that minimum national approaches will not decrease future flood damage or provide long term protection to the natural and beneficial functions in floodplains. ASFPM has developed and trademarked the NAI initiative to help shape floodplain policy and reduce flood losses. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the unique capability of the Association of State Floodplain Managers and its breadth of technical expertise and program management experience with coastal hazards. The period of performance shall be from August 1, 2005 through January 31, 2007. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by June 30, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990.
