The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to modify Time and Material contract N00140-03-D-H011, with Access Systems, Inc. of Reston, Virginia, to provide Non-Personal Technical, Clerical, and Administrative Support to the United States Joint Forces Command and its subordinate Joint activities, for the period of performance 1 April 2008 through 30 June 2008. The estimated total support for the three-month period is 35,967 hours. Overtime is not anticipated. The services are considered critical and vital to the Government and must be continued without interruption, pending competitive award of solicitation N00189-08-R-Z020. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Access Systems, Inc. is the only known source that has the necessary contract infrastructure, including experience, expertise, facilities and trained personnel in place to perform all required services, without interruption, starting 1 April 2008, at the USJFCOM. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The applicable North American Industry Classification System code and size standard are 561990 and $6.5M, respectively.
