NASA/DFRC has a requirement for an organizational analysis. This analysis will assist in the goal of improving the long term effectiveness of its internal organizations while also enhancing the skills and work satisfaction of the employees. Requirement: In order to help DFRC to achieve the above stated goals, the vendor shall provide an analysis of DRFC that shall lead to a determination of the breadth and prioritization of organizational development (OD) activities to be conducted under a separate long-term contract. Tasks to be provided under this requirement are as follows: Task 1.0 ? Perform an assessment of DFRC?s current state of OD activities. This may include, but not be limited to, interactions with DFRC human resources personnel, interviews with DFRC managers and employees, a review of current OD initiatives at DFRC, a review of the DFRC strategic plan, an analysis of available employee survey data, an analysis of the DFRC culture and its ability to adapt to change, the execution of an independent survey, an analysis of DFRC culture and norms, etc. Task 2.0 ? Perform an analysis of all available data in order to determine key issues and themes, resources constraints, impediments to organizational growth, opportunities for organizational advancement, etc. Task 3.0 ? Identify and prioritize the critical OD initiatives that will best contribute to the achievement of the DFRC center goals. Recommendations shall be provided in regard to the areas of greatest OD needs, and shall include implementation strategies, processes, communication, effectiveness metrics, etc. Deliverables: The vendor shall provide the following deliverables in accordance with the stated tasks: Item 1.0 ? An assessment report of the current state of DFRC OD activities Item 2.0 ? A report of recommended prioritized OD actions This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
