Title: Office of the National Coordinator for Health Information Technology (ONC) Development of Best Practices.Contracting Office Address Department of Health and Human Services, Program Support Center, Division of Acquisition Management, Parklawn Building Room 5-101, 5600 Fishers Lane, Rockville, MD, 20857 Notification of Intent to Award a Sole Source Contract The Office of the National Coordinator for Health Information Technology (ONC) awarded a contract in 2006 to The Foundation for Research and Education (FORE) is the research affiliate of the American Health Information Management Association (AHIMA), to develop best practices for state-level health information organizations in 2006. FORE is the only known organization in the U.S. that has deep and extensive experience in health information management, policies, practices, and governance related to state level health information exchange initiatives, and convening state leaders to develop and obtain consensus on best practices. ONC intends to award a follow on contract to continue the development of best practices for state-level health information exchange initiatives and establish a learning forum for all leaders and coordinators at a state level responsible for organizing public and private partnerships to advance health information exchange. The development of best practices for governance, financing, operations and policy related to health information exchange will continue to be developed based on ongoing research, evaluation and consensus among state leaders. The learning forum will enable the sharing of progress and lessons learned from all public and private state leaders in health information exchange as well as ongoing sharing of information on federally funded initiatives to advance interoperability, health information exchange and health information technology adoption and related quality initiatives. FORE is uniquely qualified to carry out this contract due to the experience gained in the last year developing guiding principles for state level health information exchange and convening leaders across states to reach consensus during a time of rapid progress and change. Any firm which believes that it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above. Written capability statements may not exceed five (5) pages and must be received be the contracting officer not later than 3:30pm EDT on January 17, 2007. No solicitation document is available at this time. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
