Title: Office of the National Coordinator for Health Information Technology (ONC) Development of Health Information Technology Written Materials.Contracting Office Address Department of Health and Human Services (HHS), Program Support Center, Division of Acquisition Management, Parklawn Building Room 5-101, 5600 Fishers Lane, Rockville, MD, 20857 Notification of Intent to Award a Sole Source Contract The Office of the National Coordinator for Health Information Technology (ONC) intends to award a sole source contract to Cooper Thomas, LLC to prepare and/or assist in the preparation of written materials supporting ONC activities, which may include: Technical materials - Preparation of articles for magazines, journals, health information technology publications and other publications. Testimony - Preparation of testimony for Congressional Committees, including supporting materials, where applicable. Briefings - Preparation of materials in support of briefings on Health Information Technology Topics to audiences both internal and external to HHS. Speaking Engagements and Presentations - Preparation of speeches, including companion presentations, where applicable. Planning ? Preparation of strategic plans, operational plans, and other documents guiding the conduct of ONC activities. Promotional Materials ? Preparation of promotional materials such as accomplishment reports and brochures. Internet Postings ? Preparation of materials for posting to the ONC website. Cooper Thomas, LLC (CT) is a HUBZone-certified, woman-owned, small business offering health informatics, project management, and strategic communications services. CT has experience working with the health IT community within HHS, during which time CT obtained extensive knowledge regarding ONC?s initiatives and organizational dynamics. Specifically, CT has extensive knowledge of the interoperability, adoption, privacy and security, governance and other activities in which ONC engages and can develop quality written testimonies, briefings etc. in an expeditious manner. Similarly, CT has extensive insight with respect to the climate and targeted audience for which written materials are intended and can tailor such written materials, accordingly. CT?s knowledge of the complexities surrounding health IT and knowledge of the complex environment in which ONC operates, renders them uniquely qualified to fulfill ONC?s unique technical written requirements. Any HUBZONE small business which believes that it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above.
