THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Instituteâs (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) www.niams.nih.gov, intends to negotiate on a noncompetitive sole source basis with Mary Glynn, 2194 Canterbury Way, Potomac Maryland 20854, to provide NIAMSâs with Human Resource Branchesâ restructuring services and consultation. To provide management for consolidating services, HR staff reassignment, review total quality of services available to the Extramural, Intramural Program, and the Office of the Director, and to measure the impact of proposed changes. Other duties would include assisting with future staffing to met profession goals by evaluating position descriptions. Also to assist with analysis and troubleshooting and/or other relevant personnel issues. She will assist with coordinating the NIAMS Ethics Program by advising the Deputy Ethics Counselor, advising and assisting the senior staff in proposing workforce management and planning strategies, assisting in the preparation of materials to facilitate the NIH Human Resource reorganization within the NIAMS, and assisting in the search and selection process for new senior level positions within the organization.
Mary Glynn has over 20 years of experience working with the National Institutes of Health. She has trained for over 3 years in the federal workforce planning, hiring goals, evaluating position descriptions while serving as a pertinent resource to NIAMS in the personnel and human capital arena. She has a strong command of the Federal Governments, HHS (Health and Human Services), and NIH ( National Institutes of Health) policies as they relate to the institute. She has developed a sound working knowledge of NIAMSâ business practices, internal policies, procedures, and has become familiar with senior management while working on projects.
The sole source determination is based upon the knowledge, skills and expertise possessed by Ms. Mary Glynn. An award to any other source would affect the Instituteâs anticipated outcome based upon Ms. Glynnâs experience, and would not provide any cost savings to the Government.
As stated above, this notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement within 15 calendar days after publication of this synopsis. The products and services being purchased are commercial in nature as defined in FAR Part 2. This acquisition is being conducted under the authority of 41 U.S.C. 253, as set forth in FAR 6.302-1 (http://www.acqnet.gov/far), and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The determination by the Government not to compete the proposed contract based on any responses to this notice rests solely with the discretion of the Government. It is anticipated that a one year contract with four twelve month option periods will be awarded for this requirement. The North American Classification System (NAICS) code applicable to this requirement is 541710 and the size standard is 500 employees.
