THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Instituteâs (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) www.niams.nih.gov , intends to negotiate and award a purchase order on a noncompetitive sole source basis to the Research Foundation of the State of New York at Stony Brook, Stony Brook, NY 11794-3400, to provide membership support for NIAMS staff on the Advance Polymers Participating Research Team (AP-PRT) at the National Synchrotron Light Source in Brookhaven National Laboratory. The NIAMS has been conducting research in studying the molecular structure of the contractile proteins in muscle cells for over two decades. The primary goal is to understand the mechanism of muscle contraction and the relationship between function and structural skeletal muscle. Membership of NIAMS staff on the Advance Polymers Participating Research Team will improve understanding of the relation between structure and functions of the muscle cells, and the knowledge could be extended to understanding other motile systems in living cells. The sole source determination is based upon the fact that the Advance Polymers Participating Research Team at the National Synchrotron light Source in Brookhaven National Laboratory, is the only known source which is currently conducting research using beamline x-ray sources that is required in the NIAMS experiments. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Period of Performance: The proposed period of performance for this service is to begin on September 1, 2006 thru August 31, 2007. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541710. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; firm fixed priced, documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Governmentâs minimum specification, and a proposed plan of completing the statement of work. The submission is due 15 calendar days from the posting of this notice at 8:00 a.m. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendorâs business size. The vendor must also register in the Governmentâs Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
