BACKGROUND. The INL Iraq Provincial Reconstruction Team (PRT) Rule of Law Advisor (RoLA) will be responsible for coordinating with provincial entities on rule of law initiatives, and serving as INL rule of law program officer for provincial projects, working in partnership with other PRT Rule of Law staff under the direction of the PRT Team Leader in one of the 8 US-led PRTs. The advisor will take strategic guidance from the INL Director and the INL office of Iraq Programs in Washington, D.C. The incumbent works closely with United States Government, Government of Iraq, international organizations, and non-governmental agencies and organizations such as the U.S. Department of Justice (DOJ), the U.S. Agency for International Development (USAID), the U.S. military, and Government of Iraq officials.
PURPOSE. The incumbent plays a central role in developing INL programs to assist in developing the Iraqi justice system, and interacts at all levels with US Government and Coalition PRT officials, Iraqi provincial officials, officials at the U.S. Embassy in Baghdad as may be required, and other organizations in Iraq that are involved in programs for the reform of the Iraqi legal/justice system. The incumbent is responsible for ensuring that funds appropriated to INL programs are appropriately expended and that INL-funded programs are being carried out as authorized. The position is located in one of the eight Coalition-led PRTs.
STATEMENT OF WORK
Perform the following functions and others as directed by the PRT Team Leader with guidance from the INL Director and Senior Rule of Law Advisor at Embassy Baghdad:
A. Directs and manages rule of law work and programs for the PRT in partnership with other members of the PRT RoL team;
B. Conducts field assessments and mission planning on rule of law issues with a focus on the judiciary;
C. Liaises and coordinates with provincial Iraqi leaders to better understand local rule of law needs, capabilities and capacities;
D. Provides recommendations and guidance to the PRT Team Leader and INL Director at Embassy Baghdad on effective mechanisms for, progress in, and impediments to, implementing rule of law activities within the province;
E. Provides mentoring and, as appropriate, skills training to provincial officials, persons, and entities engaged in rule of law activities in both general and specific areas, possibly including legal drafting, coaching and motivating staff, interagency coordination, transparency and accountability, delivery of essential legal services to residents of the province;
F. Coordinates the implementation, including tracking, monitoring, and reporting expenditures, of rule of law activities funded by INL that take place within the PRT area of responsibility;
G. Serves as liaison and coordinates with other donors and international and local non-governmental agencies requesting information on, performing activities related to, or having an interest in rule of law;
H. Prepares periodic reports, cables, meeting agendas, meeting minutes, factual background memoranda, assessments, studies, technical documents, and other documents as required;
I. Coordinates with other rule of law actors in the province, including but not limited to, US Department of Justice, U.S. military and coalition forces, and other INL entities, relative to their various rule of law activities within the province.
J. Oversee INL rule of law programs being carried out by contractors and U.S. Government implementers in the provinces, with travel inside and outside of Iraq as necessary to monitor such activities.
K. Prepare budgets, budget justifications, and other budget-related materials as required.
L. Manage INL funds related to rule of law.
M. Draft Statements of Work and related materials necessary to implement INL?s rule of law projects.
N. Work closely with provincial Iraqi government officials, including but not limited to the officials under the authority of the Higher Juridical Council, the Ministry of Justice, or the Ministry of the Interior, civil society leaders, NGOs, and other provincial Iraqi officials as needed to identify Iraqi needs in the justice sector and to build consensus on rule of law priorities.
O. Provide technical expertise and guidance to Iraqi officials, U.S. Government agencies, and international organizations in rule of law-related matters.
MINIMUM QUALIFICATIONS
U.S. citizen and eligible for a State Department security clearance;
Law degree and experience working on international rule of law programs, international law, and/or criminal law;
At least 5 years of work experience as an attorney;
Superior negotiation and interpersonal skills;
Excellent oral and written English communication skills;
Typing and basic computer skills needed to use information technology and management systems required; computer skills should include word processing and spreadsheet applications.
PREFERRED KNOWLEDGE AND ABILITIES
At least 2 years experience in justice sector reform and/or rule of law development in an international setting (e.g., post-conflict environment);
Experience designing and implementing capacity building and/or training programs.
Understanding of, and experience working with or in, a civil (as opposed to common) law system;
Demonstrable knowledge of Iraqi history, culture, institutions and structures;
Experience operating within a USG interagency context;
Arabic language capabilities highly desired.
POSITION ELEMENTS
A. Guidance, direction, and delineation of policy approaches are broad in nature and jointly developed in discussion with the top INL official in Iraq and other INL senior staff. The incumbent must exercise initiative and independent judgment in carrying out and completing work assignments.
B. Effective performance of duties is critical to securing U.S. national security objectives in Iraq.
C. Duties require numerous and frequent contacts with local, international, and U.S. entities, including U.S. government agencies and officials, Iraqi Government Ministries and other government officials, civil society leaders, United Nations representatives, and officials from other international organizations..
D. The position requires frequent travel within Iraq using varying means of conveyances. Travel is often through underdeveloped areas. Security is a major factor in travel anywhere within Iraq. The incumbent must be physically qualified to live in Iraq and to engage in travel within it.

B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
