I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. Proposed position would Provide intelligence and security support and contract oversight for the bilateral counter-narcotics (CN) aviation program in Colombia and its fleet of DOS/INL aircraft.
STATEMENT OF WORK
A. Perform oversight and evaluation of contractor Search
And Rescue (SAR) and force protection programs. Submit
Periodic written evaluations of the contractor's
Activities, and provide comprehensive award fee input to
The NAU Senior Aviation Advisor regarding contractor
Activities related to intelligence, SAR and force
Protection support for inclusion in the monthly award fee
Evaluation;
B. Assist the COLAR Program Aviation Advisor and the NAU Senior
Aviation Advisor by coordinating with the embassy and host
Nation intelligence organizations to obtain intelligence
Information for use in mission planning related to the
Eradication program;
C. Develop, coordinate, organize, and implement
Comprehensive intelligence gathering systems and procedures
For the NAU. Coordinate the use of various intelligence
Platforms available in Colombia and integrate them into a
Single effective organization;
D. Provide liaison with the Colombian military and police
Security forces and integrate their resources into the
COLAR program intelligence system;
E. Oversee the COLAR security programs, such as
Physical security, information security and communications
Security. Ensure that all eradication program personnel
Are properly cleared, trained in physical and
Communications security, and understand the "need to know,"
As it relates to information security;
F. Oversee and coordinate construction related to physical
Security/force protection facilities (bunkers/revetments/billets); and
G. Develop, coordinate and prepare completed staff actions
As directed by the NAU Eradication Advisor and submit
Written reports, studies, and other documents related to
Security and intelligence issues.
REQUIRED QUALIFICATIONS:
A. U.S. citizen, eligible for Department of State security
Secret clearance;
B. Knowledge and experience in military or civilian
Security, military police, special operations programs;
C. Knowledge and experience in use and instruction of
Firearms;
D. Four-year college degree and five years relevant
Experience with the U.S. armed forces or federal, state, or
Local law enforcement organizations; or, an associate
Degree and ten years relevant experience with the U.S.
Armed forces or federal, state, or local law enforcement
Organizations; or, fifteen years relevant experience with
Same;
E. Ability to perform staff officer functions and prepare
Staff reports and related documents for mid- and senior-
Level state department officials regarding the intelligence
And security operation in Colombia;
F. Possess Spanish language ability at the Foreign Service
Institute (FSI) r-2/s-2 level, or the Defense Language
Proficiency Test (DLPT) level 2/2;
G. Be physically qualified to live in Colombia and to
Engage in frequent in-country travel to remote locations;
And
H. Have knowledge and skill in the operation of desktop
Computer word processing systems.
REQUIRED SKILLS/ABILITIES:
A. Knowledge of intelligence gathering techniques and
Procedures garnered through experience and training
Received from one of the United States Armed Forces or
Other U.S. federal agencies;
B. Knowledge of U.S. Government force protection
Techniques and procedures garnered through experience and
Training received from one of the United States Armed

C. Experience and training in military or civilian

SUPERVISION RECEIVED/CONTRACT ADMINISTRATION:
A. The contractor shall work under the supervision of the
COLAR Program Aviation Advisor;
The COLAR Program Aviation Advisor, American Embassy, Bogota,
Colombia, shall be delegated as the Government Technical
Monitor (GTM);
C. The GTM is authorized to act for the Contracting
Officer in matters concerning technical clarification,
Inspection and, after concurrence by the Contracting
Officer, acceptance of contractor's performance under the
Contract, including preparation of receiving reports and
Authorization of progress payments, when appropriate. The
GTM will coordinate all work with the contractor and review
Contractor's performance at significant stages of its
Development; and
D. In no instance, however, shall the GTM be authorized to
Alter and/or modify the specifications or the contract
Terms and conditions, or waive the government's
Requirement, price, or other terms and conditions, as it is
Only the contracting officer that can authorize such
Changes in writing.

Complexity: the incumbent must apply specialized and
Professional knowledge to implement and oversee the
Intelligence and security effort for the dos program in
Colombia and at multiple forward operating locations.
Assignments include analysis of all facets of tactical and
Strategic intelligence information, intelligence gathering
Procedures and dissemination. Incumbent must be able to
Apply intelligence data/information to ongoing and future
Operations and integrate it into the security plan/program
For the eradication program. The incumbent must perform
Continuous analysis of interrelated issues of effectiveness
And efficiency affecting the NAU/eradication's intelligence
And security programs that will improve the security of
Aviation operations in support of the CN mission.
Scope and effects: carrying out of assignments may
Involve extensive analysis and investigation in order to
Detect and resolve problems that could impact adversely the
Effectiveness of future international narcotics control
Programs.
Personal contacts: contacts will be made with all
Levels of host government personnel, particularly in the
Colombian National Police (CNP) and the Colombian army
(COLAR).
Purpose of contacts: the incumbent serves as the nas
Liaison with the CNP regarding new intelligence and
Security matters and as such, must often employ persuasion,
Diplomacy and cooperation to achieve usg goals.
Language proficiency: the incumbent must possess
Fluent Spanish above. The person selected for this position must be able to carry on technical and social conversations, as well as be able to take effective notes at appropriate times for subsequent report writing.
EVALUATION CRITERIA:
Factor 1. Demonstrated Knowledge of intelligence gathering techniques and Procedures garnered through experience and training and knowledge of USG force protection techniques garnered through experience Received from one of the United States Armed Forces or Other U.S. federal agencies.
Factor 2. Ability to perform staff officer functions and prepare staff reports and related documents for mid- and senior-level State Department officials regarding intelligence and security operations in Colombia.
Factor 3. Experience and training in military or civilian
Security/military police/special operations programs in the
United States and overseas locations. Broad knowledge and experience in the training of intelligence and security personnel.
Factor 4. (Past Performance). Offerorâs previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references).
COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicantâs experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
