The Department of Veterans Affairs, Network 22 Logistics Office in Long Beach California intends to enter into a sole source contract with a qualified Psychology Post Doctoral Trainee for the VA Long Beach Healthcare System, 5901 E. 7th Street, Long Beach, CA 90822. This announcement constitutes the only solicitation available and a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302-1-only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. A justification for other than full and open competition has been prepared in support of this acquisition. The Request for Quotation is RFQ VA-262-07-RQ-0237JG. The North American Industry Classification System Code (NAICS) is 621330. The Contractor "Psychology Post Doctoral Trainee" shall provide specialized psychological treatment services to veterans who are victims of trauma. The Contractor shall demonstrated professional competence and the ability to work effectively in order to improve the waits and delays for Mental Health at the VA Long Beach Healthcare System. Contractor shall thoroughly review the specifications and become familiar with the areas of coverage in order to become fully aware of the scope of the contract requirements. Failure to understand the contract requirements shall not relieve the Contractor from performing in accordance with the meaning and intent of the specifications. Cost submitted shall be all-inclusive of incidental costs, including housing, transportation and premium payment for applicable insurance coverage. This contract represents a firm fixed-price contract. Costs not incorporated into the Contractor's price will NOT be reimbursed by the Government. The period of performance of the contract is for twelve (12) months. This notice of intent is not a request for competitive quotes. A determination not to compete this proposed contract was made by the Government. The Government will consider all proposals received by 4:00 PM Pacific Standard Time on September 4, 2007.
