Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: Willey, Carol S, Shrewbury, MA 01545 THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Support Project Officer in Support of the Armed Forces Recipe Service by linking the correct recipe food ingredients (stock item numbers) to the correct nutrient database code numbers (SR or CN) in the USDA nutrient database of the new Conunon Food Management System (CFMS). Contractor may need to create recipes from a nutrient label that match a food profile in order to determine nutrient data. (see SOW). 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Contractor has been working for the Armed Forces Recipe Service as a Food Technologist and Registered Dietitian for the past two years and is familiar with the projects specific needs. Contractor has over 14 years experience as a full time Nutrient Database Specialist with Harvard School of Public Health in Boston and has a unique skill as a nutrient data base researcher, specializing in working with the United States Department of Agriculture (USDA) nutrient database standard release (SR) nutrition codes. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Task is unique to the Government and contractor can maintain the quality control of the CFMS nutrient database by setting criteria and checking accuracy of information. Natick also owns a unique Stock Item and Nutrition Link Tool (SINLT), which is an ORACLE database used as a repository for the AFRS recipe information. Contractor is familiar with the operation and maintenance of the SINLT database and can maintain quality control of the database for the stock numbers and nutrition codes. 4. Any other facts supporting the use of other than full and open competition: Natick and Defense Supply Center Philadelphia (DSCP), have an Interagency Agreement in place to load the AFRS recipes into the Common Food Management System (CFMS), a new food management system mandated by Defense Logistics Agency (DLA) that will be used to feed the Military Services. In the past year, aforementioned contractor has done an outstanding job in comparing the food ingredients listed AFRS recipes to stock numbers and then linking these to nutrition codes. Replacement of contractor will slow down the update process and could delay the pilot date of CFMS. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
