The Contracting Center of Excellence (CCE) on behalf of the US Army Environmental Center (USAEC), Aberdeen Proving Grounds intends to award a sole source contract to Massachusetts Department of Environmental Protection, One Winter Street, 7th Fl, Bos ton, Massachusetts, 02108, The MassDep will provide support for regulatory assistance with the Massachusetts Military Reservation (MMR) Impact Area Groundwater Study Program (IAGWSP) being conducted in compliance with the Environmental Protection Agency ( EPA), Region 1 Administration Orders. The MassDep will provide staff specialists that will routinely review and comment on all program materials drafted including Fact Sheets, schedules, meeting minutes and other materials. MassDep will assist in ensuring that during the course of the investigation and remediation that the Government substantially proceed in accordance with Commonwealth environmental laws and regulations. The MassDep will ensure that documents submittals, document reviews, comment resoluti ons are completed in a timely manner. Also they will ensure that compliance with all Safe Drinking Water Act (SWDA) AO Enforceable milestones is achieved during performance of the contract. The MassDep is the only source that can provide the service, beca use Massachusetts law only allows for MassDep to provide assistance and oversight of the IAGWSP. Service can only be provided from the original source, this is a follow-on requirement for the continued provision of highly specialized services. The period o f performance for this effort will be for twelve (12) months from contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Res ponsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 07 Feb 2007, 10:00 AM. A determination by the Government not to compete this proposed contract up on responses to this notice is solely within the discretion of the Government.
