Bureau of Alcohol Tobacco and Firearms is revising publication 5300.5, âState Laws and Published Ordinances â Firearmsâ. ATF is required by 27 CFR 178.24 to furnish all Federal firearms licensees with an updated copy of this publication annually. In addition, the guide is a critical part of the Bureauâs customer service efforts and is widely used by the industries subject to ATF regulation. In order to accomplish this task as expeditiously as possible, and in order to use a source with expert knowledge and experience but without any conflict of interest that might attend representing parties with interest adverse to the Bureau, this procurement is being undertaken on a sole-source basis. ATF intends to negotiate with the National Criminal Justice Association (NCJA), 444 North Capitol Street NW, Washington, DC, under 41 USC 253 (c) (1) âOnly One Responsible Source, for these services. Using legal data bases NCJA will identify amendments and new statutes or ordinances enacted during the most recently completed legislative sessions of all United States jurisdictions (including all of the states, American Samoa, District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, Virgin Islands and major cities that make their laws readily accessible to the general public). This is a 100% Small Business set-aside using NAICS Code number 813410. The contract will be for one year with four one-year option periods. Please respond March 21, 2006 by 2:00 P.M. EST.
