This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ).

IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and Defense Acquisition Circular 2007-0426.

Technical Capability Narrative, Prior Experience and Past Performance Data: Contractors must submit a written technical capability narrative that concisely describes their ability to completely satisfy all elements of the statement of work and provide samples of their work. Additionally, contractors shall fill out a past performance questionnaire. You can receive a copy by emailing [email protected]. The contractor must provide a list of three (3) clients for whom the contractor has provided the same or similar work including points of contacts, telephone numbers and email addresses.

STATEMENT OF WORK
FOR
RESTORATION OF PORTRAITS

1. SCOPE: This Statement of Work defines the effort required for the restoration of oil portraits for the 882d Training Group, Sheppard Air Force Base, Wichita Falls, Texas in accordance with industry standards. The contractor shall furnish all personnel, equipment, supplies, and transportation to provide pickup and delivery of items.
2. REQUIREMENTS:
2.1. Portraits shall be restored by a trained conservator in accordance with the attachment.
2.2. Portraits shall be picked up during normal duty hours (0800-1400 hours). Personnel will contact the Medical Training Resource Management Office or their designee in room 1012A, Bldg 1900, (940) 676-4031 or (940) 676-4143.
2.3. The contractor shall conduct an independent preliminary restoration review on the portraits. The contractor shall make recommendations, if needed, on restoration requirements recommended by the Government. The Government will determine whether or not the Government will accept the recommendations proposed by the contractor. An informal review may be held at a time agreed to by the Government and the Contractor. Written procuring activity approval is required before the contractor is authorized to proceed with the recommendations.
2.4. Portraits shall be removed from the frame before cleaning and restoration are accomplished.
2.5. Basic cleaning of portraits and frames shall be accomplished. Cleaning the surface of each portrait and frame to remove dust, mildew, and grime professionally that has been absorbed due to any atmospheric pollution in the surrounding air.
2.6. Minor restoration shall occur when the portrait cannot be cleaned by removing all surface dirt and applying a mild solvent designed to clean deeper and possibly removing without disturbing the original paint or oil glazes and reapplying the varnish. Some frames will need re-coloring or touching up.
2.7. Major restoration shall occur when portraits cannot be cleaned by removing all surface dirt and also would be in need of filling in cracks, mending tears, holes and any other restoration required. Some portraits may need re-canvassing or re-lining in some cases due to torn areas, holes, or badly deteriorated canvas. Some portraits may require removing of creases or restretching of loose canvas. Some frames may need minor reconstructing if chipped or scratched.
2.8. Re-framing shall be replaced with similar or complimentary product of the existing frame.
3. LOCATION OF WORK: The work must be performed at the contractor?s facility.
4. GOVERNMENT-FURNISHED PROPERTY: For a list of the paintings, attachment 1, please send an email requesting a copy to [email protected].
5. DELIVERY REQUIREMENTS:
5.1. The contractor shall deliver the restored portraits in accordance with the attachment.
5.2. Contractor shall contact the Medical Training Resource Management Office or their designee in room 1012A, Bldg 1900, (940) 676-4031 or (940) 676-4143 prior to delivery.
5.3. Contractor must provide adequate documentation to the Government on what items have been delivered to verify receipt of delivery.
5.4. Damage during transportation/movement of portraits will be at the cost of the contractor to restore back to the original condition.
