The National Capital Planning Commission seeks professional expertise to redesign its website. The redesigned website should better educate the public about NCPC; provide better access to NCPC’s information; provide easy navigation; be operable on all commonly used browsers; adhere to accessibility standards; reflect a new look and feel; be easy to update and maintain; and put NCPC’s website on par with the best federal government websites.Each potential offeror must submit a written cost and technical quotation addressing the requirements identified in the Scope of Work. Quotations will be evaluated in accordance with the following criteria, which are listed in order of importance. (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in website design. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with government agencies and private industry in terms of cost, control, quality of work, and compliance with performance schedules. (5) Participation of small business (e.g., Woman Owned Small Business, HubZone Small Business, Veteran Owned Small Business), small disadvantaged businesses, and historically black colleges and universities, or other minority institutions, in the proposed contract team, measured as percentage of the estimated effort. (6) Cost. Offerors failing to submit any of the aforementioned data will not be given further consideration. The proposed contract will be for a period of eighteen (18) weeks. All quotations must be received in this office no later than 5:30pm on September 20, 2005. Quotations for this project may not exceed 20 pages and must be submitted via electronic mail, facsimile or hand-delivered to the Contracting Officer at the address below. The following information MUST be on the cover page of the quotation: 1) Solicitation Number: NCPC 05-0357; 2) Due Date: September 20, 2005; 3) Closing Time: 5:30 pm EST. Late responses will be handled in accordance with FAR 15-208. All quotations become the property of the National Capital Planning Commission and will not be returned. This RFQ is open to all potential offerors because the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small businesses that are competitive in terms of market prices, quality, and delivery.
