The National Institute on Drug Abuse (NIDA) on behalf of the National Institutes on Mental Health (NIMH) intends to solicit, negotiate and award a purchase order on a non-competitive basis with William A. Corrigall of Ontario, Canada, for a continuation of services.The contractor will continue to perform the following services: 1) Monitor, assess, and facilitate progress in the National Cooperative Drug Discovery Group (NCDDG) initiative 2) Evaluation and Translation of progress in the Transdisciplinary Tobacco Use Research Center (TTURC). 3) Develop, Chair, and Deliver scientific meetings and workshops in the Nicotine and Tobacco Area that advance Division of Basic Neurosciences and Behavioral Research (DBNBR) program efforts, and represent NIDA program activities in nicotine addiction at scientific meetings 4) Other efforts relevant to development of new funding initiatives in the discovery and early stage development domain for nicotine and tobacco addiction. Dr. Corrigall has implemented major efforts in research that supports NIDA?s mission in drug addiction as it relates to tobacco which include establishing initiatives in translational and ligand discovery/development research. He has organized and chaired several NIH Roadmap initiatives. Dr. Corrigall also has over 25 years of experience in research on nicotine and tobacco. This sole source determination is based upon the knowledge, skills, and expertise that Dr. Corrigall possesses as a result of his successful research methodology. Because of his successful development and implementation methods, an award to any other source would affect the NIH/NIDA?s prior and current research involving nicotine and tobacco and would not provide a cost savings to the government. The purpose of this proposed continuation is to support the NIDA Division of Basic Neuroscience and Behavioral Research (DBNBR) in sustaining activities in the nicotine and tobacco addiction research field in the areas of ligand discovery, disease mechanism discovery, and model development, and the translation of preclinical discovery to early stage development. This is a continuation of current purchase order 263-MI607534. This is a one year extension. This acquisition is being conducted under simplified acquisition using FAR Part13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
