Sole Source Award Service Plan Development This project is to create a template for service line and departmental emergency plans at VAMC White River. The contractor will provide all tools, materials, labor and supervision. The proposed contract action is for supplies or services for which the Department of Veterans Affairs (VA) intends to solicit and negotiate with only one veteran owned small business concern that is owned and controlled by one or more veterans under the authority of section 308 of Public Law 108-183. Interested parties who are veteran-owned small businesses may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by VA. A determination by VA not to compete this proposed contract based upon responses to this notice is solely within the discretion of VA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement among small business concerns owned and controlled by one or more veterans.
