The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Division intends to solicit on other than full and open competition basis, scheduled and actual ship arrival and departure data for the Office of Naval Intelligence. The contractor is responsible for providing information on a daily basis on all ships scheduled to arrive at selected US ports up to seven days in advance of their arrivals. Contractor is also responsible for providing information on a daily basis of all ships that have arrived and departed from these identified ports. This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source, Maritime Information Services of North America (MISNA), under the authority of FAR 6.302-1. MISNA is the only source that brings together the maritime information gathering and analysis efforts of a number of recognized experts located at major port complexes in the United States. Interested parties may identify their capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after the date of publication of this synopsis will be considered by the government. Information received as a result of this intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open requirement to competition based upon responses to this notice is solely within the discretion of the government.
