This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is available to all interested parties at th e following Internet address: http://dccw.hqda.pentagon.mil/services/RFP1.asp. The Defense Contracting Command Washington, on behalf the Special Inspector General Iraq Reconstruction (SIGIR) (formally the Coalition Provisional Authority Inspector General (CPA-IG)) has a requirement to procure Auditing Support services. The requireme nt is to provide performance and financial audits, attestation engagement services, and management consulting services. These services are needed to assist the SIGIR in performing oversight responsibilities for funds provided to the Coalition Provisional Authority for the reconstruction of Iraq. Requirements will include multiple projects covering performance and financial related audits, and reviews of activities, organizations, and contractors located in the United States, Iraq, and other countries in t he Middle East. It is estimated that 70% of the work requirement will be performed in the United States and 30% overseas, including Iraq. The Contractor may be required to provide an independent opinion on the on reliability of financial records. Therefore, only offers from Certified Public Accounting (CPA) firms or Independent Public Accounting (IPA) firms will be accepted. Period Of Performance: The period of performance for this contract is January 1, 2005  December 31, 2005 with an option to extend for one year and nine months. The proposed procurement is 100% small business set-aside.
