This is notice that a written solicitation will be issued in accordance with the FAR for the Laughlin AFB FY04 Sports Officials Requirement, reference Statement of Work below. Quotes are not requested at this time but upon posting of the solicitation, quotes are requested by 18 Sept 03.STATEMENT OF WORK
(All Sports)
1. CONTRACTOR SERVICES:
a. The contractor shall provide/furnish all labor, equipment, transportation,
uniforms and materials necessary to officiate intramural sports events held at Laughlin AFB [Fitness Center, facilities.] All officials must be members of the National Association of Sports Officials [NASO], or of a state registered sports officials for the sports being officiated. Contractor shall supply a copy of each individualâs respective/membership, to the Laughlin AFB Sports Director prior to the individualâs working/officiating his or hers first game. A week prior sports to be officiated are softball, basketball, volleyball, soccer, and football.
b. The officials are required to enforce all pertinent rules and local by-laws
without deviation, for each sport they are officiating, along with current
association rules established for each particular sport. Applicable rules to
be used are as follows:
1. National Collegiate Athletic Association (NCAA)
2. Amateur Softball Association (ASA)/United States Slow-pitch
Softball Association (USSSA)
3. United States Volleyball Association (USAV)
4. United States Soccer Federation (USSF)
5. United States Flag and Touch Football League (USFTL)
c. Officials shall not participate as a player, coaches, or team managers
within the league in which are officiating. In addition, the official must not
be closely related to any participates of the sport.
d. The contractor shall meet with the Athletic Department at least 30 days
prior to the start of the scheduled sports to go over the specific rules and
by-laws governing that particular sport.
e. The contractor shall provide officialâs clinicâs for coaches and officials
prior to the start of each sport, and if necessary during the season, at no
additional cost to the government. Scorekeepers and timers shall be
included in these clinics which provide training on the sports rules,
regulations, base by-laws, emergency reporting procedures and safety
requirements.
f. Staff will ensure scorebooks are prepared prior to games, with
scorebooks/sheets filled in with dates and times. Officials will be
responsible for verifying the final scores in the official scorebook after
each game by circling scores on each sheet. Officials shall arrive at the
respective game location at least 15 minutes prior to the scheduled game
time. Officials shall be dressed in the respective uniform of their
governing athletic association and have all equipment in their possession.
Where there is not official association uniforms, dress will be in
accordance with Laughlin AFB by-laws.
g. Officials will comply with all Air Force safety requirements when
officiating on Laughlin AFB. Safety requirements will be outlined within
the by-laws for each sport. By-laws will be distributed to the head official
two weeks prior to the start of the season.
h. Officials will have the authority to postpone any game due to inclimate
weather or emergencies such as military recalls/alerts. If officials suspend
a scheduled game due to weather or field conditions, they shall
immediately notify the Fitness Center staff member on duty. Contractor
will only be paid for games they officiated.
i. Telephone numbers of the project manager or alternate must be updated
as needed and provided to the Fitness Center. For short notice
cancellation, notification due to inclimate weather, military commitments, or acts of Nature.
j. The contractor shall be sure of the date, time, and location of each game
by checking the schedule provided by the Fitness Center. Contractor shall
be also responsible for the scheduling of officials for the events they are
required to work.
k. An official may consult with another official at anytime or when
requested to do so by a manager, however the final decision shall rest with
the official whose exclusive authority it is to make the decision. Under no
circumstance shall any official seek to reverse a decision, argue in an
angry unruly manner, incite players, and/or coaches against another
official concerning a call or decision made by the proper official.
l. Any injury sustained by a player or official shall be brought to the
attention of the Fitness Center Director before 0800, the next day.
m. Officials shall be required to work on weekends and holidays as
scheduled in advance or due to make-up games.
n. Officials shall maintain a professional attitude and appearance at all time.
The contracting officer may request temporary and permanent suspension
of any official that does not abide by this contract, the sports rules, and
local by-laws. Reasons may include but are limited to lack of professional
ability, lack of sufficient knowledge of the sport, tardiness, intoxication,
misconduct, and unprofessional appearance.
o. Officials shall require a team roster from both teams prior to the start of
each game. Score books/score sheets shall be turned into the Fitness
Center before the closing of the facility each night.
p. Officials for outdoor sports shall have the sole responsibility for making
sure the outdoor lights are turned on and off prior to leaving the playing
fields.
q. The contractor shall make available to coaches in all sports, a way in
which the coaches may critique game officials. A critique is mandatory.
Officials shall evaluate and discuss improvements on submitted critiques
with the Fitness Center Director or designated representatives.
r. Games will be canceled and payment not made if the following number of
officials are not present per games for each of the following sports. No
additional officials will be scheduled to work any games without the
approval of the Fitness Director, this includes pre and post season play.
A. Basketball 3 officials and 1 scorekeeper
B. Flag Football 4 officials
C. Volleyball 2 officials and 1 scorekeeper
D. Softball 2 officials and 1 scorekeeper
E. Soccer 4 officials
s. Any games canceled for unavailability of officials may be made up at a
later date at the discretion of the Fitness Director.
t. Games will be played within duty hours of the Fitness Center. Games
may be scheduled within the following time frames:
Fitness Center
Mon-Fri 1500 to 2300
Sat 1300 to 2000
Sun/Holidays 1300 to 1800
II. Government Furnished Property and Services
General: The government shall provide without cost the facilities, equipment,
materials, and/or services listed below:
Basketball: Court, balls, jerseys, score boards, scorerâs table, score books, and
score panels.
Softball: Fields, balls, bases, score boards, score books, and score panel.
Volleyball: Courts, nets, jerseys, score boards, balls, scorerâs table, score books,
and score panel.
Soccer: Goals, nets, fields, balls, jerseys, cones, score boards, score books, and
score panels.
Flag Football: Fields, balls, tees, flags, jerseys, scorerâs table, score books, and
pencils.
III. Contractor Furnished Items and Services
a. General: Except for these items or services specifically stated to be Government
furnished the contractor shall furnish everything required to perform this
statement of work.
Basketball: Standardized uniform, whistle, NCAA Rule book and proper
footwear.
Soccer: Standardized uniform, whistle, USSF Rule book, proper footwear, and
penalty flags.
Volleyball: Standardized uniform, whistle, USVBA Rule book and proper
Footwear
Softball: Standardized uniform, whistle, ASA Rule book, proper footwear,
ball/strike counter, and ball bag.
Football: Standardized uniform, whistle, USFTL rule book, proper footwear,
penalty flags.
All officials, referees, umpires, field judges, linesmen, and score keepers/timers
must comply with certification requirements.
IV. Workload Estimates
Football: October â December (number of games: 70)
Basketball: January â March (number of games: 120)
Volleyball: March â May (number of games: 70)
Softball: May â July (number of games: 85)
Soccer: August â September (number of games: 80)
