The Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) in Port Hueneme, California intends to solicit services to monitor developing state level legislation and developing state or regional level environmental and energy rules and regulations, and identify proposals that could impact the Department of Defense (DoD) operations. Jurisdictions of interest include the fifty (50) states and the District of Columbia, Guam, Puerto Rico, Virgin Islands and intrastate environmental regulatory or rulemaking organizations such as local or regional air pollution control districts, and water quality management districts in states where these exist. The scope of this contract includes gathering legislative and regulatory proposals of states, screening proposals for relevance based on understanding of DoD’s operations, providing timely notification to DoD clients, and providing a shared online database-driven website to facilitate DoD management and follow-up on the information provided. The objectives of this work effort are: 1) For the Contractor to provide client organizations with accurate, relevant, and timely information on contemplated, proposed, and newly final state (and territorial) environmental legislation and regulations and limited regional or local rules or regulations. 2) For the Contractor to provide Internet based information management capabilities. 3) For the Contractor to provide assistance in identifying only the information relevant to DoD operations and interests. 4) For the Contractor to provide additional data products and formats. 5) For the Contractor to provide follow-up information to assist Client Organizations with legislative and regulatory analysis programs. A sources sought notice (N3943019REGSS) for this procurement was posted on 18 October 2018 on the Navy Electronic Commerce Online (NECO) and the Federal Business Opportunities (FBO) websites, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, this procurement will be 100 percent set-aside for Small Business and is identified under NAICS Code 519190 with a small business size of $27.5M. The Government will only accept offers from small business concerns. The type of contract anticipated is a Firm Fixed Price (FFP), Commercial Service Contract utilizing the policies in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The Navy intends to award one (1) contract for this requirement. The contract term will be a base period of 12 months plus four (4) 12-month option periods. This contract will replace a contract for similar services awarded in 2014 for a total value of $903,450, including the option periods. The anticipated release date of the solicitation is on or about 22 February 2019 and will close approximately 30 days thereafter. The anticipated award date is 20 June 2019. The solicitation will be made available electronically at the NECO (www.neco.navy.mil) and the FBO (www.fedbizopps.gov) websites.
