The Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA) intend to negotiate, on a sole source basis, with the Association of University Centers on Disabilities (AUCD), 1010 Wayne Avenue, Suite 920, Silver Spring, Maryland 20910-1010, for a contract for: "Technical Assistance (TA) for the Leadership Education in Neurodevelopment Disabilities (LEND) and other Interdisciplinary Training Projects." This is not a solicitation or a request for proposals. In order for the "Leadership Education in Neurodevelopment Disabilities and other Interdisciplinary Training" program to be successful, the Contractor will need to provide specific supportive services and technical assistance services to approximately 35 Neurodevelopment Disabilities and other Interdisciplinary Training programs to help them improve and advance professionalism in caring for children with such conditions as developmental delay, mental retardation and congenital neurodevelopmental; and acquired neurological disorders. The tasks represent a further refinement on Leadership Education that the Contractor previously conducted for the Maternal and Child Health Bureau (MCHB). AUCD, under traditionally funded Leadership Education grants, provided technical assistance and leadership to LEND training programs in identifying and addressing national issues related to children with neurodevelopmental and other related disabilities. The decision to award the contract to AUCD is based on its long history of work with the MCHB and the Leadership Education grants. AUCD gained extensive understanding and knowledge of the programs, expertise and experience with the myriad health, education, and social service agencies serving children with developmental disabilities. In addition, AUCD has proven to have these exceptional essential tools to insure the success of the program. Therefore, the Government has determined that AUCD is deemed the only responsible source capable to fulfill the requirement without substantial duplication of costs which would not be expected to be recovered through competition under the authority in 41 U.S.C.253(c)(1), set forth in Federal Acquisition Regulation (FAR) 6.302-1(a).
