In 1974, Congress created the Commodity Futures Trading Commission as an independent agency with the mandate to regulate and ensure the economic utility of the futures and option markets in the United States. The Commission encourages the competitiveness and efficiency of these markets; ensures their integrity; and protects market participants from manipulation, abusive trade practices, and fraud. The Commission investigates and prosecutes alleged violators of the Commodity Exchange Act (CEA) and Commission regulations, and brings injunctive cases in U.S. District Court and administrative cases before CFTC Administrative Law Judges. In pursuing its mission, CFTC requires transcription services for hearings before administrative law judges, deposition of witnesses, and transcriptions of other meetings and interviews. The majority of transcription services are required in the vicinity of CFTC regional offices located in Washington, DC, New York, NY, Chicago, IL, and Kansas City, MO, and in the vicinity of US District Courts in Florida and Texas. Transcription services are also required, on an ad hoc basis, at other locations throughout the continental United States. CFTC seeks qualified small businesses that can provide CFTC with transcription services on a routine and short notice basis. The NAICS code is 561492. Potential vendors are asked to provide: (1) name and address of firm; (2) name, telephone number and email address of point of contact; and (3) description of the firm’s capabilities, including qualified personnel, equipment and facilities, and past experience under relevant contracts with other clients, in the following areas: (a) ability to provide court reporters nationwide on a routine and short notice basis; and or (b) ability to provide court reporters on a routine and short notice basis in one or more of the following locations: Washington, DC, New York, NY, Chicago, IL, Kansas City, MO. Tampa, FL, Ft. Lauderdale, FL, and Houston, TX. With regard to cited contracts, please provide name of client, contract number, period of performance, dollar value, and point of contact telephone number for each. Information should be sufficiently detailed to enable the Government to assess the ability of the firm to provide the described services. Responses should not exceed five (5) pages. The Government will not pay for any materials submitted in response to this notice and submittals will not be returned to the sender. Responses should be sent to the Contracting Officer, via email or fax, no later than December 2, 2003.
