This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Oceanic Atmospheric Administration (NOAA) Southwest Fisheries Science Center, National Marine Fisheries Service located in La Jolla, CA has a requirement for provisioning of electronic monitoring equipment, fielding pilot project to assess the efficacy of electronic monitoring technology in the California Drift Gillnet Fishery in California and prepare a report beginning June 2006. The contractor SHALL. 1.) Design and implement an outreach program that reaches the fishers in a direct and straightforward manner. 2.) Supply, install and maintain the Electronic Monitoring System 3.) Analyze the data collected from Electronic Monitoring System and incorporate the analysis into a final report. 4.) Remove all Electronic Monitoring System from all fishing vessels 5.) Provide draft and final report to NOAA Fisheries. A request for quotations providing detailed statement of work will be issued on or about April 20, 2006. A firm-fixed price contract will be issued with a period of performance of ten (10) months from date of issuance.
