Notice of Intent to Sole Source Solicitation Number: VA701-14-Q-0163 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Southcentral Foundation, 4501 Diplomacy Drive, Anchorage, AK 99508, for the procurement of services in support of the VHA Voices requirement, as implemented by FAR 6.302-1, Authorized or required by statute. DESCRIPTION OF REQUIREMENT: Creating a culture of relationships and values in the VHA health care system will involve all employees, services and partners. It will be a critical piece of the large scale shift from a disease-based, provider based and reactive care system that measures health care by the encounter, to a model that is based onVHA must use successes and lessons learned to create a culture of ownership in health care that is based on the VHA mission and values. In researching models of transformation, few health care systems have undergone a successful transformation in creating a comprehensive health care system that embraces patient ownership and empowerment over their health and health care. VHA is searching for an external healthcare entity that has successfully undergone a similar transformation, to assist with tasks specific to workforce development and enculturation, leadership engagement, curriculum adaptation, development and engineering, data analytics, resource alignment and results. VHA's success in transformation is dependent on identifying a healthcare organization that has experience in establishing this type of culture and can guide the complex shift to align organizational strategies, care environments, and the clinical practices that support a relationship focused healthcare system. VHA seeks a healthcare delivery organization that has a fully established leadership driven relationship focused approach, is internationally and nationally recognized for accomplishments, has proven results that demonstrate a successful transformation while serving a geographically dispersed population with high prevalence of trauma, mental health issues and addictive disorders, including successfully addressing workforce development and management in a current employee population representative of their patient population.
