This requirement is for Substance Abuse and Mental Health Services Administration, HHS. The award shall be a fixed-price, simplified acquisition. This is a total small business set-aside. Please read the attached solicitation carefully and prepare your proposal in accordance with the requirements contained in Attachment A, Instructions to Offerors.
