Bids for the construction of the Project will be received online via PennBID until Thursday, November 10, 2022, at 10:00 A.M. local time. At that time, the Bids received will be publicly opened in the PennBID system. The Project includes the following Work: The Base Bid involves repairs to the Western Façade of the municipal building, including routing and repointing mortar joints of brick and CMU block walls and removal and replacement of steel lintels. Alternate Bid Item 1 includes the routing and repointing of mortar joints for the exterior brick wall along the northern side of the building’s façade. Alternate Bid Item 2 includes the removal and replacement of the existing stairwell window and lintel, providing a new double pane insulated, double hung window, rough opening, lintel and brick infill. Alternate Bid Item 3 includes the replacement of the flat roof at the building’s front (northern) entrance. Work shall provide a new hip style roof over the entrance with white aluminum facia, white vinyl soffit, aluminum gutter and downspout connecting to the existing downspout boot and new trench drain if awarded. Alternate Bid Item 4 includes the removal of the existing downspout pipe and installation of a new trench drain along the front entrance of the building, outletting to the same location along South Elm Street at the existing downspout. Bids are requested for the following Contract: Paxtang Borough Municipal Building Improvements Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.procureware.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. Paxtang Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of Paxtang Borough, and to reject any or all proposals.
