INTENT TO SOLE SOURCE 

This is a notice of intent to proceed with a sole source requirement above the simplified acquisition threshold.  The contractor is The Joint Commission located at Oakbrook Terrace, IL.  This procurement if for the acquisition of accreditation services for the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Office of Quality, Safety & Value, Office of External Accreditation Services and Programs. This requirement covers accreditation for VHA Medical Facilities, Ambulatory Care Facilities, Consolidated Mail Outpatient Pharmacies (CMOPs), and Opioid Treatment Programs (OTPs).  The VA facilities have been accredited for over 40 years. The healthcare accreditation process is a complex system of related and dependent activities. The objective of this requirement is to supply accreditation services for VHA healthcare facilities.

This requirement covers healthcare accreditation for all VHA Medical Facilities, Ambulatory Care Facilities, CMOPs, and OTPs. Programs that fall under this requirement include accreditation of: Hospital, Ambulatory,  Behavioral Health, Home Care, and other specialties, and special programs. Accreditation surveys required are both Triennial and Out-of-Cycle, including For-Cause, Extension, and Follow-Up Accreditation Surveys.  Services require an accrediting body approved by Substance Abuse and Mental Healthcare Services Administration (SAMHSA), recognized by the Centers for Medicare and Medicaid Services (CMS), and the Accreditation Council for Graduate Medical Education (ACGME) that covers all required disciplines for healthcare organizations and facilities identified above.

The Government intends to negotiate with only one source as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research has found no other vendor can provide services that meet the unique set of standards that VA facilities and programs are currently accredited for.

Vendors that believe they can meet these requirements in the future may respond to this notice. The response should contain a brief description of the vendor's capability. Please also include the socioeconomic status and size of your business (large or small) and a copy of your Capability Statement. This notice is NOT a request for competitive proposals.
