This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Solicitation number is N0018921QZ063. The proposed contract action is for commercial SERVICES. The NAICS code is 813920 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-02 and DFARS Change Notice 20201130. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. (CAGE: 8TAY2) DBA Our Community Salutes (OCS) on a sole source basis. The proposed acquisition is for advertising and sponsorship services for the Navys participation in the 2021 OCS High School Enlistee Recognition Ceremonies and America Salutes Virtual Recognition ceremonies. The period of performance is anticipated to be from 15 January 2021 - 14 January 2022. This action will result in a Firm Fixed Price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, Our Community Salutes (OCS) (CAGE: 8TAY2) of Cherry Hill, NJ, IAW FAR 13.106(b)(1). Our Community Salutes (OCS) provides an opportunity to interact with both family and friends of young adults who have made the decision to join the military. OCS provides a unique venue that is critical to strengthening Navy Recruiting Command’s (NRC’s) outreach efforts and encouraging parents to continue to support Naval service as an option for any other children they have while at the same time creating advocates from other families. In order to accomplish their mission, NRC utilizes a multifaceted strategy that actively seeks recruits as well as performs community outreach to inform key influencers of the benefits of a career in the United States Navy. Amongst these key influencers are parents, family, and friends of those who are currently enlisted. According to Joint Advertising Market Research and Studies (JAMRS), family members, close friends, and significant others are the most influential people in the lives of young adults. This research also shows that, respectively, only 31% and 43% of mothers and fathers are likely to recommend military service to their children. Because of this, NRC places a strong focus on community outreach to this target audience. NRC has also found that friends of those who join the military are receptive to learning more about potential military careers for themselves. Leads generated through this type of outreach are among the most lucrative for the Navy, making outreach to friends of those who have joined the military an important part of the NRC strategy. Market research conducted by the Contracting Office has failed to identify other scheduled events of this kind. The search resulted in only the identification of the OCS organization and their events. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Our Community Salutes (OCS) (CAGE: 8TAY2) . However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Line Items/Quantity/Unit of Issue: CLIN 0001 – OCS Sponsorship – 12 months Delivery information: Delivery POC: [Government point of contact to be determined prior to award.] Performance/Delivery: Performance is anticipated to occur at the contractor’s facility unless otherwise specified in the Performance Work Statement (PWS). The anticipated period of performance is 15 Jan 2021 – 14 Jan 2022. Responsibility and Inspection: FOB Destination applies. Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control.
