The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification to a Cost Plus Fixed Fee (CPFF) Deliver Order to Raytheon Missile Systems Company under Basic Ordering Agreement (BOA) N00019-10-G-0006. The purpose of this action is for the continued the development and technical services for the Royal Australian Air Force Joint Standoff Weapon (JSOW) AGM-154, Live Fire Exercises and AGM-154C-1 Familiarization Exercises. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely with the discretion of the Government. GENERAL INFORMATION: Raytheon Missile Systems Company is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment. Raytheon alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and manufacturing techniques required to produce, assemble, and integrate this equipment and furnish the supplies and services within the required time frame. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Once NAVAIR finalizes its requirements for the subject effort a prerequisite for receiving contract award will be registration in the DoD's System for Award Management (SAM) database.
