The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with The Boeing Company, St. Louis, MO for Peculiar Support Equipment (PSE) and spares for emerging squadron stand-ups to support the extended deployment of RAAF EA-18G and F/A-18E/F aircrafts. This procurement will also include a Support Equipment Integrated Logistics Support package. The PSE is required to perform Organizational Level (O-Level) and Intermediate Level (I-Level) Maintenance on the Royal Australian Air Force (RAAF) EA-18G and F/A-18 E/F aircrafts. The PSE is required for the maintenance and repair of the airframe, avionics, weapons and propulsion systems on the F/A-18E/F and EA18G aircraft.
The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Boeing Company is the original designer, developer and manufacturer of the EA-18G and F/A-18E/F aircraft and is the only source with the requisite knowledge, experience and technical expertise to provide the PSE for the RAAF requirements. The Boeing Company is the Original Equipment Manufacturer (OEM) and prime integrator of the EA-18G and F/A-18E/F aircraft. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
