Question #5:  Are the PCI-e slot expansion (>= 1 PCI-E 3.0 x16 >= 3 PCI-E x8 >= 2 PCI-E x4) requirements mandatory? Will you be adding cards in the future for expansion?
Answer #5:  Yes, these requirements are mandatory and constitute minimum requirements.  Whether or not the government intends to add cards in the future for expansion is irrelevant and the requirement speaks for itself.
