TITLE: FA4809-09-Q-0158, Sole Source Acquisition for MERLIN Avian Radar system The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to DeTect Inc.. Required items are the repair and upgrade of the MERLIN Avian Radar system. Materials included in the Upgrade package are as follows: 1) Replace and install four radar system computers, Dell rack-monted workstations with 3 year Gold Service Support Plan (2 each interface and 2 each display); 2) Supply and install upgraded network switch and ancillary equipment as required; 3) supply and install in radar trailer component rack system for rack mount computers, switches and UPSs; 4) Load upgraded MERLIN ARS software, configure and test all components at factory (DeTect FL); 5) Deliver, install and test all equipment; 6) Provide user training on upgraded software and components. 6. Replace and install 4 radar system computers (Dell rack-mount workstations with 3 year Gold Service Support Plan). The current MERLIN Avian Radar system employed by Seymour Johnson AFB is a proprietary product of DeTect Inc. has proprietary rights to all parts and specifications necessary for the required upgrade. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. The AF Dare County Bombing Range currently maintains a MERLIN Avian Radar system that requires repair in order to ensure flight safety during flying training operations at the range. Current flight safety practices and restrictions are based upon the real-time information provided by this system. There is no other alternative or workaround to this upgrade.
