The Naval Air Systems Command (NAVAIR) plans to award BAE Systems Electronic Systems a sole-source, Cost Plus Fixed Fee, Delivery Order under Solicitation N0001917G0013-N0001919F4089. BAE will provide the necessary support to develop second sourcing for Universal Beam Module (UBM) components through Functional Qualification Testing (FQT) and Environmental Qualification Testing (EQT). This Delivery Order is planned to have an 18-month period of performance with an anticipated award date of December 2019.

These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE Systems is the sole designer, developer, and producer of the RFCM. As such, BAE is the only responsible source that possesses the technical data and requisite knowledge required to meet the Government's requirement.
