The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate a Firm Fixed Price Purchase Order on a Sole Source basis under other than full and open competition by the authority of FAR Subpart 13.106(b); with Oak Ridge National Laboratory, Oak Ridge, Tennessee for a non-commercial, highly radioactive neutron source to be used in the NIST Center for Neutron Research, Gaithersburg, Maryland.
Sole Source determination is based on the following: Oak Ridge National Laboratory is the only vendor who sell sources of the design that contain 3-mg of CF-352 (+25%-0%) enclosed in a welded stainless steel capsule with stem and threaded tip with a Pd-Cf oxide pellet encapsulated in the NBS III capsule design. The radioactive neutron source is not a commercial item and the Department of Energy (DOE) Oak Ridge National Laboratory is the only source that can meet the requirement.
The period of performance for this product shall be within ten (1) days after receipt of the purchase order.
The North American Industrial Classification System (NAICS) code for this procurement is 541712.
No solicitation package will be issued. The notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability statement to the Government by August 6, 2009, 10:00 AM (EST) for any future requirements. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
