Rapidly Emplaced Bridge System (REBS) Field Service Representative

Under the authority of FAR 13.106-1(b)(1), "Soliciting from a Single Source", the Government plans to award a new Firm-Fixed-Price (FFP) contract to General Dynamics European Land Systems - Bridge Systems GmbH (GDELS-BS) of Kaiserslautern, Germany for Field Service Representative (FSR) support services (CONUS) for the Rapidly Emplaced Bridge System (REBS), Model: M21, NSN: 5420-01-481-3959, Part Number: 12480471.

The REBS is a light, aluminum-magnesium alloy bridge that can be deployed rapidly providing a tactical MLC50 for light and medium weight mechanized infantry units -both wheeled and tracked- in crossing dry gaps up to 13 meters or 42.6 feet. REBS consists of the bridge and the pallet, which is mounted on a M1977 Common Bridge Transporter (CBT). The bridge while on the pallet is stacked in two, equal parts that while launched, join together. The pallet contains the launcher, hydraulic system, electrical controls, as well as a flat-rack to guide the bridge out. The bridge is launched horizontally to provide a low profile. The REBS consists of a sophisticated hydraulics system and aluminum components that require specialized fabricating, production and service techniques.

GDELS-BS is the developer and Original Equipment Manufacturer (OEM) of the REBS and the only known source with the knowledge and expertise to continue producing the REBS. GDELS-BS maintains control of data relating to its REBS and the Government has no data package to facilitate a competitive acquisition.
To maximize subcontracting opportunities, GDELS-BS will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives.
