The Government requires the procurement of SimShield Systems to support advanced cross-domain data transfer among test and evaluation installations on the Development and Research Engineering Network (DREN) and Secure Development and Research Engineering Network (SDREN). Delivery is to Air-5.4 Integrated Battlespace Simulation and Test Department (IBST) in Patuxent River, MD.
To meet this requirement, the Government intends to negotiate a sole source contract with

Under the contemplated contract, Raytheon will provide four (4) SimShield Systems to include hardware, proprietary software and associated installation, integration, training and test support.
The Government has determined that no other source can meet the requirement. Raytheon Trusted Computer Solutions is the only manufacturer of the highly specialized SimShield, an accredited Commercial-Off-the-Shelf (COTS) fixed-format data guard with the capability to label, segregate, protect, and exchange data between systems executing at different sensitivity or classification levels. SimShield meets the data format, near real-time performance and low latency requirements for distributed simulation operations, live training exercises, and test events. It further meets the technology readiness level (TRL) requirements of a minimum TRL 6, and the ATO and ATC requirements as part of the Unified Cross Domain Office (UCDMO), Cross Domain Technology Advisory Board (CDTAB) and Flag Panel accreditation/reaccreditation requirements. The requirement for reaccreditation is critical to RDT&E environment operations, as new data formats are fielded by the community and updates will be required and recertified by the above organizations to preserve test and evaluation event integrity.
Furthermore, the Government believes that award to any other source would result in unacceptable delays in fulfilling the Government's requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014.
An approved Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
