NOTICE OF INTENT TO SOLE SOURCE: The Indian Health Services (IHS) intends to solicit from a single source pursuant to FAR 13.106-1(b)(1) for a requirement under the simplified acquisition threshold to obtain program support services for site based training, technical assistance, and quality improvement. Currently, 200 out of 400 IHS health facilities have implemented the Reach Out and Read (ROR) program. IHS is to fund the order to support at least 200 health facilities, the remaining facilities have been funded from other sources, such as AI/AN tribes, corporate and foundation support, and individual donations. This procurement will allow the IHS to implement the ROR program at the remaining facilities and will ensure the same level of training, technical assistance, and quality improvement among the populations served. This effort cannot feasibly be competitively sourced without an unacceptable duplication of cost and effort if awarded to other than ROR.

This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
