The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis this requirement. This requirement is sole sourced to Mettler-Toledo AutoChem, Inc., 6708 Alexander Bell Dr., Columbia, MD 21046. Their system is the only unti that meets our needs and is compatible with other Mettler Toledo equipment we already own. The reactor shall have a nominal volume of 18 L. The reactor shall also include an agitator and motor. The materials of construction for wetted surfaces should be compatible with reagents and solvents common to the direct nitration of polyols; including but not limited to: concentrated sulfuric acid, concentrated nitric acid, white fuming nitric acid, and oleum. The process side of the reactor system should be capable of full and unhindered operation within a reaction mixture temperature range of -5°C to 120°C, at ambient pressure. The reactor provided by the contractor shall utilize indirect heat transfer, defined as follows. The reactor shall be heated and cooled by indirect contact with a heat transfer fluid. This is typically accomplished via a jacketed reaction vessel; the heat transfer fluid being circulated through the jacket. The reactor shall not be heated or cooled through direct heat transfer. Direct heating, utilizing a solid heating element immersed in the reaction solution is an example of direct heat transfer, and therefor unacceptable. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to [email protected] no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893619Q0054 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
