DLA Troop Support Pacific Location:  Okinawa, Japan

The Defense Logistics Agency (DLA) Troop Support Pacific is issuing this Sources Sought Notice as a means of conducting market research to identify local sources capable and interested in fulfilling a requirement for the procurement and delivery of CLASS VIII, Medical supplies, materials and equipment items in support of the United States Naval Hospital (USNH) Bush Branch Clinic, located in Okinawa, Japan. 

The Contractor shall provide various laboratory Hematology Reagents, calibrators, quality controls and consumables, which must operate with existing Government-owned property. 

The Government anticipates issuing a Firm-Fixed Priced Indefinite Delivery, Indefinite Quantity (ID/IQ) contract to fulfill this requirement, as there is an unknown, but continuing need for SYSMEX Hematology Reagents, which will be ordered on an as-needed basis and will be awarded based upon fixed unit pricing for the duration of the contract (12-month ordering period).  The solicitation and subsequent award will contain a Pricing Schedule for the SYSMEX Hematology Reagents supply items that will be ordered under this contract. 

Anticipated Period of Performance: The contract ordering period will extend over a 12-month period, commencing on 14 November 2016 and extending through 13 November 2017.  The contract will have no optional or additional ordering periods. 

Place of Performance:  The work to be performed and/or supplies to be delivered under this contract shall be at the designated delivery location.  The primary delivery location is as follows:

The Government is considering soliciting using North American Industry Classification System (NAICS) Code 325412 Pharmaceutical Preparation Manufacturing.  This U.S. industry comprises establishments primarily engaged in manufacturing in-vivo diagnostic substances and pharmaceutical preparations (except biological) intended for internal and external consumption in dose forms, such as ampoules, tablets, capsules, vials, ointments, powders, solutions, and suspensions.

All interested sources who consider themselves qualified and capable in providing the medical supplies described within this Notice are invited to submit a response to this Sources Sought Notice via email to [email protected] and [email protected].  Responses shall be received no later than 3:00 p.m. Japan Standard Time (JST) on Monday, October 24, 2016. 

All responses submitted in response to this Sources Sought Notice shall include the following:

1) Legal and Registered Name of Company;

2) Legal and Registered Company Address;

3) Company's Duns and Bradstreet Number (DUNS) Number (used when registering in the System for Award Management (SAM) Database;

4) Company's National Commercial and Government Entity (NCAGE) Code Number;

5) Point of Contact, to include telephone number and email address; and

6) Brief Capabilities Statement of Company (Statements should describe recent and relative past performance to the NAICS code identified (or similar) within this notice).
