This is a SOLE SOURCE NOTICE. The USDA/ARS intends to award a Firm Fixed price sole source contract under the 41 U.S.C. 253 ( c ) (1) FAR 6.302-1 (2) ( c ) (ii) (A) to only one responsible source: Life Technologies Corporation - located at 3175 Staley Road, Grand Island, New York, 14072. Solicitation number 754777 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The associated NAICS code is 334516 with a small business size standard of 500 employees.
U.S. Department of Agriculture, Agriculture Research Service in Beltsville, Maryland requires the following items: SKU Number/PPL: AM1835, MEGAMAX-96 Al/ND VIRAL 4X96RXN, Quantity of 33 each; and SKU Number/PPL: 438739, AGPATH-ID ONE-STEP RT-PCR.

The reason for the sole source procurement: USDA has been developing diagnostic tests for numerous pathogens: avian influenza, NewCastle disease virus. As part of this test development: USDA uses: RT-PCR Reagents and RNA extraction that are part of the official APHIS Protocols used by the National Animal Health Laboratory Network for these Diagnostic Tests. Therefore, USDA must only purchase the above requested kits, which have already undergone extensive validation during disease outbreaks.
