This is a Notice of Intent to issue a purchase order to Tribune Media Services, Inc., 40 Media Dr., Queensbury, NY, 12804 on a sole source basis under the authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), urgency, exclusive licensing agreements, brand name, or industrial mobilization. The proposed procurement is a supply contract for the provisioning of real-time meta data encoding. The end deliverable shall be a directory of ASCII data files which creates, aggregates and distributes licensed meta data containing specific program information. The meta-data supports the IPG and facilitates the successful archival and recovery of stored video data streams. This provides continuously updated menus presented in a graphical user interface (GUI) in a grid format containing channel names, program titles, and times. The IPG allows customers to navigate program scheduling information and enables high order set top box commands via the user's remote control. The IPG shall contain the necessary data for the Video On-Demand (VOD) users to generate the recall command menu for all channels that are carried on the VSB VOD system for use within the National Capital Region. 2016.

This announcement constitutes the only notice; a written solicitation will not be issued. This notice of intent is not a request for competitive proposals; however interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
