The Naval Medical Research Unit 6 (NAMRU-6) is seeking to purchase a Real-Time reverse transcription polymerase chain reaction (RT-PCR) instrument to be used for molecular diagnosis of public health pathogens such as influenza virus, adenovirus, Metapneumovirus, Enterovirus, Rhinovirus, Respiratory Syncytial Virus, Mayaro virus, Alphaviruses (Venezuelan equine encephalitis virus (VEEV), Western equine encephalitis virus (WEEV), Eastern equine encephalitis virus (EEEV), Mayaro virus (MAYV), Una virus (UNAV), Trocara virus (TROCV)) RNA, Oropouche virus, Arenavirus (Tacaribe virus new world), and Dengue virus in the Virology & Emerging Infections Department.
NAMRU-6 intends to purchase the 7500 Fast Real Time PCR System, on which all the Standard Operating Procedures manuals used for the above assays have been validated, and which is certified by the College of American Pathologists (CAP) for reporting results to the CDC and WHO. In order for NAMRU-6 to maintain CAP accreditation, compatibility with the processes and previous results, the exact same equipment must be purchased.
If capable sources are not identified through this notice, then NAMRU-6 intends to award a sole source contract under the authority of FAR 13.106-1 (b)(i) to LIFE TECHNOLOGIES.
This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
