COMBINED SYNOPSIS/SOLICITATION

 

 

 

 

This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a Fixed-Price contract  for commercial items, i.e., Moveable Wall Partition Re-Covering, as described under the attachment titled "Statement of Work (SOW)."  The contract will have a period of performance consisting of one (1) Base year. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. 

An organized Site Visit is scheduled for 24 Oct 2017 at 12:00 p.m. Eastern time. Government personnel will meet all interested vendors in the parking lot of the Hope Hotel & Richard C. Holbrooke Conference Center, Building #823, Area A, Gate 12 A, Wright-Patterson Air Force Base, Ohio 45433, Phone: (937) 879-2696.

Contractors are required to RSVP for the Site Visit no later than 12:00 p.m. on 23 Oct 2017. In accordance with FAR 52.237-1, Site Visit (Apr 1984), attendance is not required, but it is recommended for clarification of the requirements. RSVP should include name of the attending individual and company name. Each company is allowed to send no more than two attending individuals on their behalf.

This acquisition is a Non- Appropriated Fund Acquisition (NAF) and therefore will be competed Full and Open.

The entire proposal must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any.  E-mails with compressed files are not permitted.  Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files).  Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.  If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent.  The email filter may delete any other form of attachments.

 A detailed description of the requirement including period of performance, provisions and clauses, representations and certifications, statement of work are provided in the solicitation document.  Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document.

 

 

This is a non-appropriated fund purchase and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars.
