Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to reconstruct Mohawk Rd. from Cobra Loop to Clarke Road on Fort Hood, Texas. A small business set aside for this acquisition will be identified in the solicitation. NAICS 237310 Highway, Street, and Bridge Construction, (Size Standard $36.5 Million) will be used for this procurement. The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000.
The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX180016 01/05/2018; Superseded General Decision Number: TX170016 01/06/2017; State: Texas; Construction Type: Heavy and Highway; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $500,000, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date to be determined after posting of solicitation. Details of that site visit will be available in the solicitation.
The tentative dates for issuing the solicitation is 02 July 2018, bid opening 02 August 2018 and completing contract performance 255 days after notice to proceed under solicitation number W91151-18-B-0008. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available.
